Anyway, I couldnt quite tell whether you were considering pokes like scyther as nfe... it's a very unstructured tier, and generally the teams I play use the definition of any pokemon that is not in its fully evolved form.
If you arent going by that, however, you should know that dusclops is technically uu...
Anyway, speaking of dusclops, A set i like to run is sucker punch/ earthquake/ pain split/ trick room. He not only functions well here, both walling things (i think i gave him max hp and attack with the extra 4 in speed) and getting some revenge kos with sucker punch, which people tend not to expect. He also works great with a choice band lairon with no speed, thanks to outspeeding almost everything in tr (and munchlax, a potential counter just usually curses anyway) and rock head ability + head smash (150 bp, 80 acc, rock type attack). It's a wrecking ball, but the accuracy is a turnoff for some people.
If you are using dragonair as a special attacker, i might reccomend life orb special chinchou, which has more bulk and similar power and attacks. However, chinchou has no priority (and little physical attack) But, if you want anything physical out of dragonair, i recommend dragon dance- dd dragonair is one of the most formidable sweepers you can encounter in nfe. Also about dragonair, unless you are choicing it, dpulse is the better option- you have great coverage, but that wont matter if you have -2 or -4 special attack.
Draco meteor would work on a choice set, seeing as you'll probably switch out after one or two attacks, or draco meteor would be a great option on a mainly physical set, ie equake, espeed, aqua tail and draco meteor, or a dd variation.
Scyther's set is walled by rock or steel type pokemon, which could be dangerous (especially against a trick room or rain dance teams, as most lead with a steel type (i have actually never seen a voltorb in nfe). Perhaps a fighting move on syther? (i think he learns brick break).
Also, if you insist on using ghastly over haunter, i would advise scarfing it, as it will be outsped and kod by a few pokemon, most notably kadabra, who it could kill (or at least hurt a lot) with a shadow ball. Alternatively, you could try to use a speed raising nature (timid, in this case) and give it choice specs, although you will have to be more wary about threats like kadabra.
Two ghost types also seems a little redundant, and if that fails i might suggest a fire type (dragonair holds your only fire-type attack...). The fire type starters would actually work quite well here... namely monferno, if you wanted physical attack (I find he makes a great lead, holding a focus sash with fire punch, close combat, stealth rock, and fake out.) Or Quilava, who i find makes a great specs abuser, with moves like eruption. This might be preferance though, as he is my favorite poke
